What is Goose message and goosing?

GOOSE - Generic Object Oriented Substation Event.

Receiving the status of isolator, breaker or any other instrument of one Bay to another bay using soft logic in relay instead of hardwiring is called goosing. To reduce the complications and usage of wiring goosing is employed.

What is plcc?

Plcc is power line carrier communication

Applications:
1. Trip command from relays of other Sub Stations.
2. Communication between substation operating personal.
3. Interchange of values(KV, KVA, KVAR, KW... ) between substation.

PLCC communicates between one substation to other using carrier waves that is using same line and using different frequency. Power frequency is 50hz and plcc uses 80 to 500 kHz.

The communication from other substation is separated from power by wave tap / line trap.  When a carrier comes from the line with different frequency and goes to the instruments in substation it damages the instruments.  So wave trap uses the resonance concept and directs the carrier towards the intended CRP(Control and Relay Panel) relays or Plcc panels.

Why CT secondary should not be open?

There are numerous lengthy and long explanation available all over the Internet I'm trying to make it simple here.

When secondary of the current transformer is open a huge voltage appears across the open links leading to burst of the winding.
